Despite increased focus and investment, 55% of digital government programs are failing to scale, according to a survey from Gartner, Inc. Government CIOs can adopt practices from digitally advanced governments to successfully scale their own programs.<\/p>\n\n\n\n

\u201cCitizens expect results, they are not interested in effort,\u201d said\u00a0Dean Lacheca<\/a>, senior research director at\u00a0Gartner, speaking at the virtual\u00a0Gartner IT Symposium\/Xpo 2021<\/a>\u00a0for the APAC region today. \u201cDigital government programs have accelerated during the pandemic and attracted more investment, yet\u00a0many governments are still struggling to translate this into results at scale. Those that are yet to scale digital\u00a0should build on the momentum unleashed by the\u00a0disruption\u00a0to progress their digital transformation.\u201d<\/p>\n\n\n\n

In the survey of 166 government organizations in April-May 2021,\u00a010% of respondents said they are at the early stages, experimenting, exploring, or deploying some citizen facing digital services.\u00a0Only 5% of respondents reported that they were at the top of the maturity scale, optimizing the use of digital solutions that\u00a0underpin\u00a0all aspects of their organization, and they are looking for new opportunities (see Figure 1).<\/p>\n\n\n\n

In the survey, 24% of government organizations were classified as digitally advanced, delivering against transformation-focused\u00a0digital initiatives<\/a>, as well as initiatives that could be considered\u00a0optimization of existing\u00a0practices.<\/p>\n\n\n\n

\u201cThese digitally advanced government organizations are realizing more of the benefits, such as higher efficiency, cost reductions, greater workforce productivity, compliance and transparency,\u201d said Lacheca. \u201cEven more important are outcomes associated with public purpose or mission, such as citizen experience and community safety.\u201d<\/p>\n\n\n\n

Eighty-five percent\u00a0of digitally advanced respondents have successfully scaled digital and are using it extensively across their organizations.<\/p>\n\n\n\n

According to Gartner, some\u00a0of the more digitally advanced governments have benefited from sustained, long-running digital government commitments. Others have made faster progress by establishing a balanced digital government agenda that includes both transformational and optimization initiatives.<\/p>\n\n\n\n

Gartner recommends that government CIOs assess their organization\u2019s digital maturity and use the output to provide insight into areas of potential focus, to communicate the\u00a0real benefits to policymakers and stakeholders, and to justify budget and prioritize IT investments.<\/p>\n\n\n\n
