In line with the UAE’s smart government strategy, and its continuous efforts to develop all e-systems across government entities, the Ministry of Finance (MoF), in cooperation with the Federal Authority for Government Human Resources, launched today the smart system for job budgets.

The system is considered to be the first of its kind in the region, and includes features and services that link the job budget and enables the automatic calculation of the savings, which provides an optimal solution that saves time and effort and eliminates paper transactions.

H.E. Saeed Rashid Al Yateem, Assistant Undersecretary of Resource and Budget Sector, stressed the importance of the smart system for amending job budgets as a step to advance the preparation, implementation and automation of budget projects in accordance with global best practices. The system employs the latest technologies in Artificial Intelligence and Machine Learning applications to ensure the integrity of the financial system.

H.E. noted the important position of the Ministry of Finance as a global leader in providing smart financial services. The ministry has taken several forward-looking and steps proactively to keep pace with the digital revolution and take advantage of modern technologies to provide services to government and private entities, in line with the UAE Vision 2021 and the UAE smart government initiative.

H.E. said: “The Ministry of Finance launched the new smart system, as part of it efforts to support federal government entities, and develop effective mechanisms for the preparation and implementation of the nation’s general budget. This is done by adopting modern technologies, in light of what the world is witnessing with the Covid-19 pandemic. The Ministry of Finance is committed to providing all means to support the federal authorities, by training their employees and enabling them to work on the system.”

All government entities in the country that use the budget preparation system, the federal financial system and Bayanati will benefit from the new smart system. It will automatically connect the automated budgeting system, transportation system, Bayanati system, and the Federal Financial Management Information System (FMIS). The new system includes the necessary oversight and procedural rules for job budget amendments.

The procedures in the new system include: reduction requests, updates, settlement and contract changes and amends to necessary financial transfers to implement all procedures in accounting on the federal financial system. It will also reverse all amendments to the draft budget for the following year, bridge the financial cost differences that result from natural changes in the job budget, required approvals for requests according to the powers granted to users, calculation of savings achieved on payroll items automatically – aggregated into the mid-level job budget account – thus giving the user flexibility to use budget savings and to provide an accurate picture of the job budget.

The Ministry of Finance organised several remote workshops for federal entities using the system over the past months, where it tested the system and gathered feedback. MoF also ensured that the various procedures for appointments and promotions of different job cadres were made clear.
